   An act to add and repeal Section 21655.16  of the Vehicle Code,
relating to highways.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1871, Runner.  Highways:  high-occupancy vehicle lanes:  State
Highway Route 14.
   Existing law authorizes the Department of Transportation and local
authorities, with respect to highways under their respective
jurisdictions to authorize exclusive or preferential use of highway
lanes for high-occupancy vehicles.  When those exclusive or
preferential use lanes are established and double parallel solid
lines are in place to the right thereof, existing law prohibits any
person driving a vehicle from crossing over those double lines to
enter into or exit from the lanes, and entrance or exit from those
lanes is authorized only in areas designated for these purposes or
where a single broken line is in place to the right of the lanes,
except as specified.
   This bill would prohibit, until June 1, 2002, any high-occupancy
vehicle lane from being established on State Highway Route 14 between
the City of Santa Clarita and the City of Palmdale unless that lane
is established as a high-occupancy vehicle lane only during the hours
of heavy commuter traffic, as determined by the department.  The
bill would require any existing high-occupancy vehicle lane
established at the specified location to be modified to conform with
those requirements.
   The bill would require the Legislative Analyst to report to the
Legislature on the impact to traffic by limiting the use of
high-occupancy lanes as provided in the bill.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 21655.16 is added to the Vehicle Code, to read:

   21655.16.  (a) Notwithstanding any other provision of law, no
high-occupancy vehicle lane may be established on State Highway Route
14 between the City of Santa Clarita and the City of Palmdale unless
  the lane is established as a high-occupancy vehicle lane only
during the hours of heavy commuter traffic, as determined by the
Department of Transportation.
   (b) Any existing high-occupancy vehicle lane located as described
in subdivision (a) shall be modified as necessary to conform with
subdivision (a).
   (c) The Legislative Analyst shall report to the Legislature on or
before March 31, 2002, on the impact to traffic by limiting the use
of high-occupancy vehicle lanes during the hours of heavy commuter
traffic as provided in subdivision (a).
   (d) This section shall become inoperative on June 1, 2002, and, as
of January 1, 2003, is repealed, unless a later enacted statute that
is enacted before January 1, 2003, deletes or extends the dates on
which it becomes inoperative and is repealed.
